China's Plans For a New AI Law

How Realistic is Comprehensive AI Governance in China?

Earlier this week the State Council, China’s cabinet, stated that China is planning to accelerate AI regulation by drafting a comprehensive law on AI that would cover all related areas. The legislation would include data, algorithms, computing power, cybersecurity, intellectual property and supply chains. The announcement that Beijing is moving towards a broader legal framework for AI is timely and important, as China's AI adoption has rapidly expanded and is now being used everywhere - from education and elderly care to public services and the industry.

Officials have stressed that AI must remain 'safe and reliable'. AI growth has, so far, exposed unanswered questions around training data, copyright, transparency, ethics and accountability, and with ever-increasing AI-related lawsuits the pressure to establish clear rules is mounting.

This news add a new piece to the conversation surrounding AI-focused privacy - both the US and the EU are revising their approach to AI regulation to ensure there remains enough room for innovation, fearing that robust privacy legislation might stifle growth. China appears to be moving in the opposite direction - towards comprehensive AI governance.
